VFMFocus®
VFMFocus® is a software application that helps to select the best value for money. It enables evaluators to rank complex proposals on the basis of the relative "value" based on compliance to requirement and on risk. The results are then scored on price. This two-phase system enables ranking on "value for money" and produces an evaluation report. As the evaluation structure, the risk profiles and the compliance criteria are all user definable, the tool can be used in an almost infinite number of situations.
VFMFocus® is scalable from projects with thousands of requirements and large, geographically widespread evaluation teams to small, single person evaluations. It uses words rather than complicated scoring systems to produce balanced decisions that have considered all reasonable risk factors and produces a report that is structured, comprehensive and defensible. The package has provision for:
- defining structured and consistent evaluation criteria;
- incorporating risk factors into the evaluation through a unique graphical feature;
- defining and entering a standard set of words so that a consistent interpretation is adopted by all evaluators;
- scoring that relates rating adjectives to the relative importance of the evaluation criteria;
- extracting the Tender Request clauses easily from Microsoft Word©, DOORS®, RDT® or delimited text files;
- allocating specific clauses of the Tender Request to the relevant evaluation criteria;
- allowing multi-user and secure remote access to the evaluation database;
- providing a standard repository for evaluators comments linked to both the Tender Request and the proposals received;
- structuring assessment input based on a standard set of words to avoid 'blind evaluation by the numbers';
- tracking clarification questions and the responses;
- producing a structured draft evaluation report based on the evaluators' input; and
- exporting the draft report easily into MS Word© document for final formatting.
